I would lean towards the Salvation Army, at least such was the case back in Colorado.

The Salvation Army is among the best of the cheap thrifts in NYC!

Good Willy's!

Goodwill is another of NYC's best cheap thrift chains.

Outcasts Thrift NYC

One of my personal favorites,Outcasts is a hidden gem in Hell's Kitchen!

Founded in 1990, Housing Works is a great thrift chain w/Awesome Prices!
